Rajasthan Domicile Eligibility: Rule 3 Clauses
To qualify for the 85% Rajasthan state quota, candidates must satisfy at least ONE of the following official Rule 3 clauses:
Bonafide Resident of Rajasthan
The candidate or either of the parents is a natural Bonafide Resident of the State of Rajasthan with a valid Mool Niwas certificate issued by a competent Revenue authority.
Continuous 3 Years Schooling
The candidate has studied continuously for at least 3 preceding academic years in recognized educational institutions located in Rajasthan, including the qualifying Class 12th exam.
Govt / PSU Employee Parents
Children of employees of the Government of Rajasthan, Rajasthan State Public Sector Undertakings (PSUs), or Central Govt/All India Services officers stationed in Rajasthan for at least 2 years.
Defence & Ex-Servicemen
Children of serving defence personnel or ex-servicemen belonging to Rajasthan or currently posted in military cantonments within Rajasthan state borders.

1. The 3-Tier Choice Basket Model
Divide your choice list into 3 categories: Dream / Reach Choices (top 20% - MBM CSE GAS, CTAE CSE GAS), Target / Realistic Choices (middle 50% - RTU CSE SFS, SKIT CSE, ECA CSE), and Safe / Fallback Choices (bottom 30% - core branches or private options).
2. Order GAS Seats Strictly Above SFS Seats
Never place an SFS seat above a GAS seat of the same branch in the same college! If you place RTU CSE SFS above RTU CSE GAS, the algorithm will allot you the expensive SFS seat even if your merit was high enough for the low-cost GAS seat.
3. Always Opt for Upward Movement
If allotted a seat in Round 1 or Round 2 that is not your #1 dream choice, report and pay the confirmation fee, then choose "YES" for Upward Movement. You have zero risk of losing your allotted seat while remaining eligible for an upgrade!
